Obviously this is about continuing with the indoctrination of the youth. Gotta get 'em back out there before they start thinking about other, more important things like school and the opposite sex or heaven forbid they examine their beliefs outside of the church's control. Then pressure them to marry young and have kids before they know who they are once they are back from indoctrination camp. This way they are kept dependent on the parent church during what should be a self discovery phase in life.

The work must go forward so send them back out.

What parent would let their 18 or 19 year old go on a proselyting mission to New York or New Jersey right now?
Another comment that explains everything.

My mother received a handwritten letter from a Jehovah’s Witness in the mail last week. So, I guess they aren’t going door-to door in our area right now.
"The Lord is near to all who call on him, to all who call on him in truth. He fulfills the desire of those who fear him; he also hears their cry and saves them.” Psalm 145:18-19 ESV
