do you have a reference that illustrates how the church has "changed" the meaning of tithe?

In the IV Bible it says:
37 And he lifted up his voice, and he blessed Abram, being the high priest, and the keeper of the storehouse of God;
38 Him whom God had appointed to receive tithes for the poor.

This seems to indicate to me that tithes were somehow to be used for the poor.
