LDS RM runs illegal adoption scheme in Utah

The elected county assessor of Arizona’s Maricopa County, was arrested Tuesday and charged with 11 felonies related to an alleged illegal adoption scheme, according to the Utah Attorney General’s Office.
The charges against Paul Petersen — an adoption lawyer licensed in Utah and Arizona — include communications fraud, human smuggling and sale of a child.

The Attorney General’s Office alleges that over the past three years, Petersen recruited more than 40 pregnant women from the Marshall Islands and transported them to Utah, where they were paid to give up their children for adoption. Peterson also allegedly failed to disclose the nature of the scheme to his client adoptive parents, leading to the charges of communications fraud.
“While Mr. Petersen is entitled to a presumption of innocence, our investigation uncovered evidence that he has committed horrible crimes,” Utah Attorney General Sean Reyes said in a prepared statement. “Petersen’s illegal adoption scheme exploited highly vulnerable groups in two countries — the birth mothers and families in the Marshall Islands and the adoptive parents here in Utah.”


The charges span about three years and involve some 75 adoptions. Investigators also found eight pregnant women from the Marshall Islands in raids of his properties outside Phoenix, and several more are waiting to give birth in Utah, authorities said.

“The commoditization of children is simply evil,” said Utah Attorney General Sean D. Reyes.

Petersen served a two-year mission in the Marshall Islands for The Church of Jesus Christ of Latter-day Saints, Reyes said. He was later recruited by an international adoption agency while in law school because of his fluency in Marshallese, according to a 2013 Phoenix Business Journal story.

Prosecutors say Petersen used associates there to recruit pregnant women by offering many of them $10,000 each to give up their babies for adoption. Petersen would pay for the women to travel to the U.S. days or months before giving birth and live in a home that he owned until delivering the baby, according to the court records.

The expecting mothers were often crowded in the homes, with Marshallese women Petersen employed helping with things like translation, transportation, legal documents and applications for Medicaid benefits, prosecutors said.


What will the Church do with Brother Petersen's tithing donations?

Something not mentioned in the article was that Mr. Petersen felt he was performing a special "mission" by bringing the kids to the U.S. and by placing them in loving LDS families.

I'm guessing those losing LDS families prayed about these adoptions and had the Holy Ghost affirm their decision.

The Church policy is to keep the tithing from ill-gotten gains unless there is a court order saying it needs to be returned.

His attorney and longtime acquaintance, Matt Long, seems to be arguing that they are not international adoptions, since the women were brought to the US before giving birth.

This probably means Assessor Peterson of Maricopa County will later seek damages and be awarded the asked for damages by the Republican Utah State Legislature. That is the remedy decided upon in the cases of the two past criminal Attorney Generals for Utah.

In fairness to the church, the Utah Atty General is LDS, as are likely a good portion of the staff as well as the investigating law enforcement personnel.

In any large population, there will be bad apples, and there will also be those opposed to their conduct.

The only salient point I see here is that this more evidence that people who are LDS aren’t special, despite the sometimes claims otherwise. By their fruits ... well, they’re just like everyone else.

There seems to be elements of White Saviourism in the way he promoted the adoptions, and also the urgency LDS families feel to enlarge their families, and he also used his ties built on his mission to the Marshall Islands in these schemes. So it seems there may be quite a lot of Mormon influence in his dealings. Add to that, concerns were brought forward as early as 2006? Why has it taken this long to charge him?

Anyways, it's harrowing in any case, as exploitation tends to be.
